Optional ESCR Protocol opened for signature

United Nations, New York, 24 September 2009. The Optional Protocol on Economic, Social and Cultural Rights (OPESCR) was opened for signature.

Parties to the Optional Protocol (OP) recognise the competence of the Committee on Economic Social & Cultural Rights to receive and consider communications from individuals or groups of individuals who claim to be victims of a violation of a right in the Covenant (arts. 1 & 2 OPESCR). The mechanism on dealing with such communications, including follow-up action, is laid out in the same OP.

The OPESCR was described as 'a decisive step forward' in doing justice for people whose economic, social and cultural rights are violated (Amnesty International http://www.amnesty.org/).

The OPESCR text may be accessed from http://www2.ohchr.org/english/bodies/cescr/docs/A-RES-63-117.pdf .
